Russian mobster Steven Seagal teams with trigger-happy gangsta Ja Rule in a carjacking ring, but authorities bust the operation and place the pair in a high-tech "New Alcatraz." Seagal, it turns out, is really an undercover FBI agent, and must get Rule and his fellow inmates to foil a plan by crooks to break into the prison and make off with $200 million in hidden gold.
