Unorthodox veteran cops Neil DeMarco (Don Wilson) and Dave Menardi (Andrew Dice Clay) masquerade as drug dealers to gain the confidence of cigar-chomping Paulie Salano (Fred Williamson), who traffics in banned steroids for pro wrestlers and bodybuilders. But DeMarco, distraught by the gruesome outcome of his most recent case, struggles to keep his cool as he and his wisecracking partner try to muscle Salano out of business.
